Supplier landscape for Public Sector large IT projects
Twice a year since 2011, the Government has published a status report for the major government IT projects. The Black Swan Institute has compiled data from the public status reports to see what the overall picture of the state's IT project portfolio looks like after more than 7 years of data collection
Suppliers for the state's large IT projects
The ministries have continuously informed which suppliers they have contracted with. We have collected the information and compared it with the Norwegian IT Council's assessment of traffic lights. The traffic light assessment is an expression of the project's deviations from the agreed baseline for the project, which is determined after the project's analysis phase and the IT Council's risk assessment. The traffic light is an overall status for the project and is thus not aimed directly at the supplier or the authority, but an expression of their cooperation and joint progress.
Trends and the supplier landscape
Data has been registered on approximately 30 suppliers for the large government IT projects. Approximately half of the suppliers have delivered one project to the state during the period. Three suppliers have been responsible for delivering 38 percent of all major IT projects in the period. Below is the total supplier landscape divided by the highest traffic lights in the period. Almost half of the projects have been overpriced, delayed and/or have reported a reduced net present value and have been assessed as a yellow or red traffic light by the IT Council.

Traffic Lights
If the project has received a red traffic light at some point during implementation, the status is shown in the figure below. If the project has thus been replanned at some point, this "reset" is not included in the illustration below.
The IT Council's traffic light assessment is based on three measurable criteria; project costs, schedule and net present value (profit realization). The traffic light is an overall assessment based on the criteria, but finally assessed across the IT council.
Below, the same data is broken down into ongoing and completed projects. Ongoing projects continue to receive traffic lights every six months and thus the final status of the project may still change until the project is finally completed.
